Request for Qualifications (RFQ) for Professional Engineering Services
The City of Rockmart is seeking qualified professional civil engineering firms to assist with implementation of various general civil, environmental, and transportation projects. This contract solicitation will allow engagement of a qualified team that can deliver these services to the City in an independent, professional, and comprehensive manner. Responding firms should have a strong record providing engineering services to local governments in Georgia and experience in working on Federally Assisted Projects. This RFQ is anticipated to cover a period of 24-months. Separate work orders will be developed for each project during this time. The City of Rockmart may select a different consulting engineer from the respondents to this request for each project using the selection criteria provided in this request for qualifications.
The City of Rockmart is soliciting submissions requesting the following services to be performed by an engineering firm to include (but not limited to) concept report preparation and validation, utility plans, preparation of displays for public meetings, surveys and mapping, preliminary construction plans, final right-of-way plans (including staking of right-of-way), erosion control plans, structural plans, permit assistance, specifications and bid documents, and final construction plans. An engineering firm will also be selected to provide review of development plans submitted to the city. Anticipated projects also include development of asset management plans and standard operating procedures for all city utilities.

Qualifications should be received no later than 9:00am on Tuesday, August 18, 2026. Advertisement for Bids (Project No. 2025-PW1)
The City of Rockmart, Georgia, is seeking sealed bids for the construction of a new Public Works Facility as described in the Specifications, Construction Drawings, and Bid Documents. The sealed bids will be received by Stacey Smith, City Manager, in the Council Chambers of Rockmart City Hall, 316 N. Piedmont Avenue, Rockmart, Georgia, 30153, until the 27th of May at 10:00 A.M. local time. At that time and place, the bids will be publicly opened and read aloud. Submit one copy of the executed offer on Bid Forms provided, signed, sealed in a closed, opaque envelope, and clearly identified with Bidder’s name and address, Project name, and Owner’s name on the exterior. Bids are submitted under a condition of irrevocability for a period of 60 days after submission. All envelopes are to be sealed and clearly labeled: Rockmart New Public Works Facility. Bid Submission Procedures
You may submit bids through the U.S. Postal Service, courier service (e.g. UPS or FedEx), or in-person delivery. We cannot accept formal bids submitted through email or fax. Please note that your bid must be sealed when submitted with the project or solicitation title clearly labeled on the outside of the envelope. And as always, late bids cannot be considered.
