CLASS TITLE/POSITION:  Program Manager

DEPARTMENT: Downtown Development

GRADE:    Administrative

STATUS:   Permanent Part Time

HOURS:    Maximum 30 per week, minimum 24 per week

LOCATION: 133 South Marble Street, Downtown Rockmart

DATE:  July 12, 2024

 

GENERAL PURPOSE:  Provides a variety of routine and complex clerical, administrative and management work in the administration of the Downtown Development Department.

 

SUPERVISION: Under the direction of the Downtown Development Director, this position is responsible for managing the day-to-day operations of the Programs of the Downtown Development Department and the Committees of the Downtown Development Authority.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Provides a variety of routine and complex clerical, administrative and management work in the administration of the Downtown Development Department.

Provides leadership and direction in the implementation of annual work plan; gathers, interprets and prepares data for reports, studies and recommendations.

Determines work procedures, prepares work schedules and expedites workflow; studies and standardizes procedures to improve efficiency and effectiveness of operations.

Communicates official plans, policies and procedures to Board members, volunteers, business and property owners, and the public. 

Assures that assigned areas of responsibility are performed within budget; assures effective and efficient use of budgeted funds, personnel, materials, facilities and time.

Issues written and oral instruction; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures.

Prepares and distributes agendas, material, minutes and records of meetings.

EDUCATION AND EXPERIENCE:

A.    Bachelor’s Degree or equivalent or combination of related experience or education in Organizational Development, Historic Preservation, Non-Profit Management, Public Administration or related field. 

B.    Two years of increasing leadership experience, including supervision of persons; or any equivalent combination of education and progressively responsible experience.

Necessary Knowledge, Skills and Abilities:

A.    Working knowledge of the principles and practices of public administration; office practices and procedures; and records management.

B.    Skill in operation of tools and equipment (computer, calculator, phone, copy machine), proficient in Microsoft Office Suite.

C.   Ability to accurately record and maintain records; ability to establish and maintain effective working relationship with employees, other departments, officials and the public; Ability to communicate effectively verbally and in writing; ability to plan, organize and supervise.

D.   Knowledge of the National Main Street Program.

 

SPECIAL REQUIREMENTS:

A.    Must be bondable.

B.    Valid State Driver’s License.

C.   Notary public certification within 60 days of employment.

D.   Must complete Main Street 101 Certification within 30 days and DDA Training Certification within 60 days of hire.

 

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is frequently required to sit and talk or hear, use hands to handle, feel or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to walk.

The employee must occasionally life and /or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.
